An American spacecraft is hijacked from orbit by an unidentified spacecraft. The United States suspect it was a work of the Soviets, but the United Kingdom's government believes the spacecraft landed in the Sea of Japan, thus suspecting Japanese involvement. To investigate the suspicion, James Bond is sent to Japan, shortly after the agent has faked his murder in Hong Kong to allow more freedom to operate.
Upon arriving, Bond contacts Aki, assistant of the Japanese secret service leader "Tiger" Tanaka, and is taken to meet a local MI6 operative, Dikko Henderson. Henderson claims to have critical evidence for the rogue craft originating in Japan, but is murdered before he can reveal it. Bond kills the assailant and steals his identity. He is driven to the source of the conspiracy, which turns out to be Osato Chemicals. Once there, Bond breaks into an office safe of president Mr. Osato, and steals some documents. As Bond escapes from guards, Aki picks him up in her car and flees to a secluded subway station, that leads to Tanaka's office. Bond's documents are examined, which include a photograph of the cargo ship Ning-Po.
The following morning, 007, under the guise of an entrepreneur, goes to Osato Chemicals to meet Mr. Osato himself. After his meeting, Osato orders his secretary, Helga Brandt, to kill Bond. Outside the building, assassins pursue 007 before Aki rescues him. Bond and Aki continue driving to Kobe, where the Ning-Po is docked. After being discovered by more SPECTRE henchmen, they give chase but Bond eludes them until Aki gets away and Bond is captured. He awakens tied up in Helga Brandt's cabin on the ship, and she briefly interrogates Bond, who manages to bribe his way out of imprisonment. The next day Brandt flies Bond to Tokyo, but en route she sets off a flare in the plane and bails out. Bond manages to land the crashing plane, and escapes just before it explodes. Bond then investigates the company's dock facilities and discovers that the ship was delivering liquid oxygen, an oxidizer for rocket fuel. Together, Bond and Tanaka learn that the true mastermind behind this is Osato's boss Ernst Stavro Blofeld and his organization SPECTRE.
After finding out the location where the Ning-Po unloaded its cargo, Bond investigates the area in the air with a heavily armed autogyro called Little Nellie, and is attacked by helicopters near a volcano. Shortly after the aerial battle, a manned Soviet spacecraft is hijacked by the same shuttle which attacked the Americans. With each country thinking that the other is the cause of its loss, the world is thrown to the brink of World War III. Preparing to conduct a closer investigation of the island, Bond trains with Tanaka and his ninja force, while escaping assassination attempts that end up killing Aki. Bond then receives training in Japanese culture and stages marriage to Tanaka's student, Kissy Suzuki.
After Tanaka and Bond are informed that the United States have moved up its next space mission, Bond and Kissy set out on a reconnaissance mission to a cave in the island. Entering the mountain, they discover a secret rocket base hidden in a hollow volcano. Bond slips in through the crater door, while Kissy returns to alert Tanaka. Bond locates and frees the captured astronauts, and with their help, steals a spacesuit in attempt to infiltrate the SPECTRE craft "Bird One". Before he can enter the craft, Blofeld notices Bond, and 007 is detained and taken for interrogation while Bird One is launched.
Bird One closes in on the American space capsule and US forces prepare to launch a nuclear attack on the USSR. Bond manages to free himself and opens the ceiling entrance, allowing Tanaka's ninja troops to storm the base. During the battle the control room is evacuated, Osato is fatally shot by Blofeld for his failure to kill 007, and after escaping Blofeld, Bond fights his way to the control room. After defeating Blofeld's bodyguard, Hans, Bond activates the Bird One's self-destruct before it reaches the American craft, causing the Americans to stand down after learning their spacecraft is safe.
Blofeld escapes in a secret passage, but before leaving he activates the base's self-destruct system. Bond, Kissy, Tanaka, and the surviving ninjas escape through the cave tunnel. Safe from the now erupting volcano, the survivors board air-dropped lifeboats, and Bond makes love to Kissy before being picked up by M's submarine.
